I would give her a toothbrush and let her play with it, and then have one to brush her teeth with at the same time. Maybe play the airplane game with it or something too.

brush YOUR teeth at the same time... Show her how you use yours at the same time.... maybe use a little dab of children's toothpaste.... start off with a song...

"ohhhhhhhhhhhh this is the way we brush our teeth ... brush our teeth Brush our teeth.. this is the way we brush our teeth before bed each night (or early in the morning)" then brush away.. make it a game.

Try making funny faces or sounds or gurgles while your brushing too might help and keep her attention on that "brush for two minute" think you've going to have to get her working towards for proper hygene.

if baby sees mom brushing with a brush like hers she's going to want to try too.. might take a few days of coaxing tho but she'll come around I'm sure. Make sure it's a soft bristled brush and not a medium one though... I know I prefer a medium one but that would be too stiff for baby's soft mouth.
