I'm sorry but your child is not even 1 year old.  To worry about them being overweight, even making that comment, is crazy.  My daughter will be 1 on the 3rd of April and weighs 21.4 pounds.  She is chubby but by no means would I EVER classify an infant as overweight!

My son Joshua was born April 27th, 2008 and he weighs about the same. The last time he went to the doctor i believe he weighed 22 so he probably weighs a good 24 or 25 now. Hes a solid baby.  His doctor told me he was a healthy baby but he was a little on the chunky side. lol.
