how to dicipline my 18 month old twin boys?

Hi I have 18 month old twins who love to climb on everything. They climb in and out of their cribs, they climb ontop of our 4 1/2 foot desk, and the even over the metal gate we have to block the kitchen. The problem is also that they have fallen off all of these and I am worried about them getting seriously hurt. I currently am trying to keep their shoes on , but they also do not listen. Speaking firmly, tapping on their bottoms, and time outs just don't seem to be working. They understand no.
I don't know what to do, help me

Sounds like they've reached the "Terrible Two's" phase already. I had the same problem with my son, now 4, he eventually passed through the phase, thank goodness. I think they'll pass this phase. It's so hard, I know. Keep correcting them though, they know what we are talking about. In a year, you'll look at them and won't believe they are the same children. They will pass this phase. Be patient and keep strong.
