How can i stop my toddler getting out of his car seat?

My 23 month old is forever getting out of the shoulder straps of his carseat. It is correctly fitted and adjusted and tighten. Sometimes he is out of it before i have even manage to get into the car myself. We have been stopped a couple of times by police asking for my son to be properly restrained. I have heard and seen a clip but i'm lead to believe they are illegal in the EU so can't be brought. I'm worried about having an accident and my son been hurt because he isn't in his seat properly but i'm also concerned about been able to get him out of his seat quickly in and accident. Any suggestions and or help i would be very grateful for.
