How to ask MIL to attend home birth?

We want someone to be there for our kids who aren't actively involved in the labour process.

We agreed we'd only really feel comfortable with his mom being here.

How should we ask her (when and possibly wording)?
Should we explain we're comfortable with her being in the room (I'll be in a tub so only top half will be really exposed)?

I'm not sure on your relationship with your MIL, but asking her as soon as possible is best! You want to know for sure that you have someone lined up to watch the kids, i would ask in this way, "As you know we are planning on having a home birth, we would both really love it if you would be interested in being there for us to watch the kids and meet your newest grandchild, you don't have to tell us immediately, but think about it and let me know if you're willing to be here with us!"
