Looking for a no-tear nighttime solution

My son is 13 months old and still wakes 2-3 times a night. I have tried offering him water(instead of breastmilk) at first he took it and now outright refuses it. He just cries and pushes against me and will not settle. I have asked family and friends and most say leaving him to cry is the only way. I think there has to be another way. Please help!

Dont start the habit of a pacifier at 13 months. Does he sleep in his own room? If he does when you enter his room dont say a word, do not pick him up, do not turn any lights on, rub his back. If he stands up in his crib lay him back down gently, and rub his back again. You can quietly shhh him if you like. After a few nights he will start to understand that you are no longer picking him up during the night. He will prob still wake up during the night for a bit, but it will be easier to get him back to sleep as it goes on. As he gets better at going to sleep with no body contact, when he wakes up wait a little bit longer before you enter his room. And one morning you will wake up and realize, you didnt wake up during the night, and be a tad sadden that your little boy is growing up.

Have you tried a pacifier? Also, perhaps try milk in a cup?
