If a mother wanted to breastfeed her child but, couldn't due to an unforeseen incident or didn't want to breastfeed at all..

Would it be exceptable to use a special shaped baby bottle to go over her clothed breast allowing her to simulate the breastfeeding experience?

One of the biggest benifits of breastfeeding is the closness and bond which comes from skin to skin contact and holding your baby close. There is a system called Supplemental Feeding in which a bottle is hung upsidedown around your neck and a tube comes from the bottle and is taped to your nipple - as the baby sucks on the nipple milk comes down the tube and feeds the baby, which under circumstances where the mother is unable to breastfeed can be really comforting for mum and bubba.

Other then that I have never heard of a bottle which can go over a clothed breast - so I don't know really what you are talking about?

It is SO important for baby and mother to bond and be close while feeding, breast or bottle and there is nothing wrong with bottle feeding a baby topless and holding her close to your breast while she is feeding if breastfeeding is not possible.
