Human infants are biologically designed to nurse for several years. He is not self-weaning.

When a child weans under a year it is generally due to the parent unwittingly substituting breastmilk with solids or holding the baby off of breastfeeding with a pacifier. According to LLLI, a child allowed to fully comfort himself at the breast and introduced to solids in a gradual manner typically won't wean under three years of age.

So no, he's not weaning- you're just replacing nursing with solids. Cut back or stop the solids completely- he doesn't need them at this age, and is filling himself up on them. Right now nearly 100% of his worthwhile nutrition should come from your milk. Solids are for practice and play purposes only, aside from a bit of iron here and there through iron-dense foods.

Quoting Loretta:

i was told by a nurary nurse that babies still need thier milk when weaning but that they recomend that babies are fully weaned by the age of one, so dont worry if he is still having milk.

Not sure why the nurse recommended that breastfed babies be fully weaned by the age of one?  There's absolutely no nutritional reason to do this.  The only reason I can think of is if the mom decides that she no longer wants to continue breastfeeding.

Is he feeding more at night? You might find this information helpful: http://www.kellymom.com/nutrition/solids... At this age, the majority of your baby's calories should still be coming from breastmilk (or formula if you are trying to wean), not food. It's a bit early to be graduating to 3 meals a day.

Just as a note, for a baby that is exclusively breastfeeding (and obviously your baby is past that stage), it is recommended that you NOT supplement water. It can fill them up and decrease their breastmilk intake when they are really needing the calories from breastmilk. http://www.kellymom.com/nutrition/solids...
