Any ideas for low tone with car seat?

Anyone else have a low tone child who cannot keep him self upright for long periods of time? My biggest concern is with his car seat in the car. He is a very tall boy, he is 4 but the size of a 6 year old at 47" tall. He also weighs 52lbs. The problem is rather than laying on the door (which i still don't like because what will happen in a side impact car crash) but is better than his laying flat with only his mid section under the belt like he is ready to ooze off the seat at any minute.

on a side note any ideas for getting him or objects to help him sit on his own without laying on near by people would be immensely helpful in like the church setting with pews, or even at assembly's at school etc.
Really bad when he oozes his head on to a strange gentlemans lap just because he was the nearest person..... they don't tend to understand much, but whats worse is the feelings it gives my son when he doesn't understand why the guy is upset.....

any help or ideas would be wonderfully appreciated! Thanks!

I do not know what state you are in or what kind of insurance you have but if you get a script or a OT eval,medicaid might pay for it :)

I don;t know if you still need help, but my son isn't that old. He is only 3 months and my problems is he can stay up on his own, but his head would go to the side and it would look so uncomfortable so I did TONS of research and found a product called snuggin go.. http://www.snuggingo.com/snuggingo/Home.... This product has been a savor I feel like I can go on walks, shop, travel, and so forth and his back, neck, legs and etc are supported without rolling towels up or etc. They make this in two sizes one for younger and one for older. I would really check it out. I bought mine off Amazon and have gotten TONS of compliments on it and actually it has helped my son's head control in just a month.
