Problematic eyes

My little girl is 3 months old and ever since giving birth to her she has had "gunky" eyes. Her eye keeps weeping and is always covered in green gunk. The doctor has told me that its only a blocked tearduct but I have a hard time believing him. Her eye is often red and puffy. I've tried heaps of different ways to ssothe it including breastmilk, saline, cold tea bags and i've nearly gone through a whole tube of medicinal cream that the doctor gave me to try and get id of it. I've stopped the cream cause im not sure if it aggravates it because its not doing anything and I don't want to do any more damage. Has anyone had this problem? Any ideas??

Maybe she is allergic to something you eat? since it is both eyes and they're red and puffy too, makes me wonder... or maybe to something that touches her?

I've not personally dealt with it, but- My mother used to own a daycare and there was a little boy there that had a clogged tear duct from birth and when he was around one or a little younger he actually had a minor surgery to open it. That was after they tried massages, warm compresses, creams.... Does the doctor say what to do if the medicinal cream doesn't clear it up or how long to wait until he tries something else or gets concerned?...
