JOB TITLE: BREASTFEEDING PROGRAMS MANAGER

The Position: Serves as team leader over the Breastfeeding Program under the Community Programs Team within the Bureau of Nutrition and Physical Activity. The Breastfeeding Program Manager is responsible for monitoring and management of all contracts related to WIC breastfeeding and Breastfeeding Peer Counseling Services; responsible for comprehensive planning, assessment, coordination, and implementation of the breastfeeding strategic plan; interprets federal regulations and ensures program compliance around federal and state statutes. In addition, this position provides breastfeeding technical guidance and administrative expertise in the design, development and implementation of special projects that would impact Federal and State nutrition and health promotion as well as coordinates and promotes educational opportunities for community partners. The Breastfeeding Program manager supervises staff and performs other duties as assigned.

Knowledge, Skills and Abilities (KSAs): Knowledge of evidence-based breastfeeding best practices including environmental and policy supports; knowledge of policy, system, and environmental strategies around breastfeeding; knowledge of the components of a comprehensive health program; knowledge of breastfeeding barriers, success, and disparities; knowledge of current concepts in effective nutrition and health delivery programs; knowledge of theories and practical application of program planning, design, implementation, and evaluation as related to Federal and State Public Health Programs. Skills in leadership and management; public speaking and presenting; skills in using effective culturally-appropriate counseling techniques; skills in analytical decision-making; training skills, including planning, organizing and conducting training sessions; skills in assisting and advising administrators and personnel in matters related to lactation services; and advanced technical writing skills. The ideal candidate will have a Bachelor's degree in Nutrition, Nursing, and/or health-related degree; IBCLC (International Board Certified Lactation Consultant) certified preferred; and two years' work experience in WIC and/or related public health field and management of breastfeeding programs. Experience in analytical decision-making, program evaluation, and organizational planning. The ideal candidate will possess two years' supervisory experience, communication skills, and cultural awareness.
