As a paramedic we consider a toddler from 1-3 years of age.

At the daycare I worked at, babies transitioned from the infant room to the toddler room at 14-15 months. So I guess they're considered toddlers when they can walk well. But then again you have some early walkers who are running at 10 months old.

For me, I tend to make the transition from "baby" to "toddler" once a child can walk well. I'm sure that for some, age plays a part. Usually by the time a child is 18months or so, I consider them to be a toddler.
