Is it ok that one tooth has broken threw but the opposite one just won't break threw!?

Holly has her 2 front teeth and bottom 2 teeth. 2 wks ago she got 1 on the top beside the front one and one on the bottom beside the front one but on the opposite side to the top one. I thought they always got two opposite ones at the same time.(hope this makes sense!) These 2 one top and one bottom are just not breaking threw to much misery! is this normal?

It's normal. They do not get their teeth in pairs, they just all come in randomly. I know a little girl who got all her other teeth in except the front four teeth; those came in last, which is unusual! But your daughter is fine. Lopsided grins are adorable. =)
