If you are really worried or it seems serious take your baby to see a doctor ASAP. Otherwise, you can go to your local drug store and consult your pharmacist on your baby's symptoms, they can give you their recommendation on what to give your baby. When my little guy has had a stuffy nose I went to talk to my pharmacist and they recommended the saline drops and nasal aspirator and it has been very effective. When he's been in discomfort I give him infant dye-free Tylenol, I found the Tempra made my guy loopy and his doctor seems to think he's reacting to the red dye in it.

Apparently cough, cold & flu medications are no considered safe for infants, however, Tempra, baby Tylenol, Infants Motrin etc are suggested to assist with fever & discomfort & dosing is related to weight- there is a key to follow on the box & bottle.

depending on what type of cold your baby has is dependent on what you should give your baby. My daughter in 16 weeks old and she had a cold and the doctor told us to just let it run its course. Her pediatrician told us to make sure that she ate more often and that if she was congested use little remedies saline spray/drops and then use a nasal aspirator to help clear out the mucous. I hope this helps, I know how hard it was when Lili was sick.
