My daughter is 17 weeks old and she still sleeps swaddled if i don't swaddle her then she will wake up in the middle of the night.how can i get her to sleep through the night without it? I also want her to start sleeping in her crib but is it safe to have her swaddled in her crib? At what age should I stop swaddling her?

She's at the age where she's going to start rolling so I'm going to say that now is the time that it's not safe. Try swaddling her with one or both arms out for a bit. After that, get her a sleep sac. They're like little sleeping bags with no arms on it.
