I use basis bar soap on my sons who have severe eczema on their face, legs, and stomach the only lotions that work on them is anything from eucerin and this cream that cums in a jar called elta that the burn unit gave me for my sons eczema while he was there

My son was the same way until we determined food was triggering his eczema. Try to figure out her triggers. You need to heal her body from within. Creams will help a little, but that's only treating the symptoms and not the cause.

My experience is to READ READ READ the label ingredients. Even though it says for sensitive skin, they still have fragrance in them. AVOID all petroleum products and baby oil. Go to my links page and see the eczema website for more tips. Also, I have found that WebMD has a LOT of useful information.
