Hello- I am new to this community. My son have severe eczema when he was 8 weeks old-20months old. We went to several doctors/specialist in our area. Finally I got wise and went to some one out of our area. He was heaven sent!!! this is what he suggested and it has been awesome for me and several of my friends:

everything must be 100% cotton all clothing, the skin MUST breathe

all laundry is washed in fragrance free/dye free

all laundry is double rinsed

No blankets at bed time

temperature of rooms must be 61-72

fragrance free shampoo/lotion

then the biggest kicker is:

wraps at night:

soak pjs in solution:

8oz water

1/4 teaspoon baking soda

1/4 teaspoon sea salt or picking salt

put on the child wet, put a dry pair on top of wet

in the morning take off and wipr child down with rag that has clear water in it.

do this until skin is baby smooth.

works likea charm, even on my dry hands.

To add to this: try to use detergent without sodium lauryl sulfate (soap nuts are good), ceiling fans help circulate the air during bed time.
Wraps are great for emergencies, but not a good long term solution. They can dry the skin out long term. If a child has an open wound from eczema, the salt could really hurt them. So, be careful there.

Determine other triggers like foods.

We've done all of the things you've mentioned except for the nightly pajama wraps. I'll try that because she will be just fine, then out of the blue.....dry scaley skin and itching.
