When you want to. You never have to use it in the first place but it has it's benefits for extra moisture and sensative skin qualities. Depending on which one you use, it can actually over hydrate or dehydrte skin, and obviously the "No more tears" Formula of such brands as Johnsons is easy on the eyes for shampooing.
I use the same thing on baby as i do on myself, and it tends to range from major brand to store brand, depending on how we feel when we go shopping!!

I still use it most of the time on my 4 year old as he tends to get soap in his eyes and baby wash doesn't sting.

I stopped baby shampoo at a year, but we still use the Aveeno baby wash because it's so moisturizing.
