my hcg level was a 7 and the doctor said it could be a perioud
but my boobs are tender and im four days late of my perioud am i pregnant ?

The tender boobs can just be because of the hormones associated with the onset of your period; lateness can occur for a number of reasons.
However, so can late-cycle pregnancies! I fell pregnant with my youngest daughter (of 4), on day 23 of a 26 day cycle (we were trying, so that's how I was able to back-track to work it out).
I know it was a 26 day cycle, because I started bleeding on day 26 & had a normal, week-long period.
It wasn't until a few weeks later, as I was getting frustrated with abnormal temperature readings (trying for maximum fertility time), that I did a pregnancy test, which came up faintly positive. I went to the doctor at that point and the blood test showed I was 5 1/2 weeks pregnant (matching with the above date).
All I can say is if we were using the Billings method for contraception - we'd be pretty cranky!
As it is, we were shocked but happy with this outcome.

Could be, but you will have to wait to know for sure. If you think you are pregnant just treat yourself healthy in case you are. :)
