I agree, any foot protection at that age should be soft and yielding. Solid shoes aren't recommended until their walking is very well established. I think as the child gets taller and heavier, it just won't be comfortable on tippy toes anymore and it will resolve itself.

skip shoes all together, especially if it's nice out. For many, tip toe walking is a phase they'll outgrow. My 20 month old did it all the time, and sometimes still does, but my oldest never did. Don't worry about it.
