Whole milk...how much is too much for a 1 year old?

My 1 year old loves whole milk. LOVES! She could drink it all day. I stop her at 32 oz and am trying to cut it all the way back to the recommended 16oz, but does too much milk really hurt them? I always make sure she eats all of her meals and snacks before so she doesn't fill up on milk and miss nutrients. I'm even diluting her milk with water to get it to 16 oz. What are other peoples schedules. And is anyone else having this problem? What do you recommend?

my daughter eats alot of regular food, drinks water as well as juice so I try not to give her more then 16oz of milk/chocolate milk a day. I dont want to run the risk of her getting too gassy.

my 1 yr has 2-3 milk bottles a day with 200mls in each. sometimes she'll drink the whole bottle and other times about half.

If my 1 yr old has too much Whole milk she gets constipated. The Dr. said to make sure she gets enough juice so she doesn't get backed up.
