I have twin girls that are two and they toss and turn around plus dont sleep well when should I get them out of cribs and into bunk beds

We bought bunk beds recently. It said that children under six shouldn't sleep on the top. My daughter sleeps on the top at the moment and my boys share the bottom bunk. They are 20-months and absolutely love that they are in a big bed. No more fighting over baby blanket. Now they have one huge twin size blanket. So much better than listening to them fight over TWO blankets.

We moved our boys into toddler beds at two and at three we bought bunk bed with a double bed on the bottom. It was to scary for me to put one on top, so they slept on the bottom together until I was more comfortable. About 3 1/2 one decided he wanted to try the top- I checked on him all night the first few nights, but he was fine. Why are they not sleeping well? Waking each other, afraid, hitting sides of crib....?
