Gums raised but tooth not cutting through

my boy is nearly 9 months old and has 1 tooth with 3 just cut through (but is cross cutting) and one of his bottom teeth is pushing the gum so far up its nearly as high as the tooth that is fully cut through. It looks so painful but he doesnt seem too worried bout it. Has been like this for a little while now and I have kept hoping it will sort itself out as Im not sure if I should take him to a doctor or dentist to ask about it, has anyone else had this problem? And also Ive heard its bad if they cross cut is this true and why?

my baby girl go her 1st and 2nd teeth at about 51/2 months and ever since she has been teething with her top left tooth, for the last 2 weeks her gum has been raised and you can feel the tooth through the gum im hoping it will come through soon as she has been pretty upset with it.
