what to do for sibling syndrom??

My daughter used to be good! she would listen most of the time but i had the patients for her. now we have a 3 month old as well. my 3yr old is acting out!! she id distructive with her toys we tell her if she doesn't pick a toy up shes going to get it taken away she says fine here will you take it away. we tell her no toys in time out she will start playing with the dvd rack or reach with her toys to the nearest toy. if we don't see her do it she'll get our attention and mom see i have a toy. in a taunting way. i'm going insane i don't know what to do with her.

it's normal for her to act out with the new addition.
I'm not sure exactly what your time out technique is but there is a right way and a wrong way to do it. I would check out nanny911 or supernanay (they both have a book) that talks about the correct way to do a time out to make them more affective.
