If he has been in their life since she was small then yes. He is the father figure in her life. I was raised from the age of two by a step father and he had the same rights as my mum did to tell us off. I never thought of him as my step father he was dad.

My dad would send me to my room and yell at me if I had done something that was bang out of order.
