I am raising my nice of 11. She stays with my sister on weekends, but I find she plays the adults against each other...what to do..

This sounds like the same thing a child of divorced parents will do. The only way to stop it is for the adults to make sure they are all on the same page about how to raise the child. If that isn't possible, then the best you can do is to make it clear that at your house, you are the boss, and make it clear what your rules are. I'm a little confused, if your sister is a fit enough mom to have her daugher on weekends, why you would be raising her.
