My daughter is 11 and has started puberty, for her face she is getting spots what is best face wash for this age? Also up near tops of her thighs she is getting quite a bit of dark hair, she hasn't commented on it but i am concerned if this is normal?

Yes,it's normal.

Any face wash is fine, augment it with tea tree oil.

I dont understand why its considered abnormal or wierd? Maybe she is a hairy girl, some are. I personally am i had hair at that age myself!

I like spectro gel and cetaphil can get it in shoppers drugmart or walmart . As for the hair on her thighs i would say its pretty normal. If she isnt worrying about it then i would just let it be.
