It's prob just discharge starting..get some femine wipes and have her use them..they should help clean that area..and when she baths make sure she cleans that area good..

It could just be a yeast infection - summer is prime time for these miserable infections. Especially with active girls who get sweaty often. My stepdaughter was battling with the same thing. What with hormones changing and her body changing down there, I wasn't surprised to find she had gotten one. You might want to head over to the doc before you treat it.
