although it was shocking to probably see... it is in fact a normal thing for a 13 year old to do... "Allowing" is such a harsh term.. i think you should little by little talk to her about intercourse and her female body... she is obviously starting to feel changes in her body causing different reactions to different stimulates.... explaining these changes would make her process a little more comfortable.
