How to get your kids to stay in there beds and not run out and play?

My boys ages 2 and 4 think its a game now when its time to go to bed. I read them a nice story say our prayers and go to bed, then the lights go out and they run out and say this is a game. I have tried disciplining, taking toys away, but still not really helping. What should I do?
