Aggressive Behavior in my 21 month old

I have a 5 year old and a 21 month old. I stay at home with the little one and the 5 year old is in Kindergarten. We do fine one on one but when they get together, especially after school, the fight is on. The instigator is the baby. He just walks up and hits his brother. He bites if he gets close enough. The 5 year old runs and tells on him which makes the little one laugh. Time out isn't working and popping his hand just makes him want to hit back. Help! The Christmas break from school was miserable. Too cold to go outside and to much fighting inside.

One thing I figured out is that they are both cutting teeth only doesn't bother the 5 year old. The baby is cutting his 2 year molars which explains some of the biting. I'm trying to redirect and get the little one interested in something else. It usually happens when I'm busy and they get bored. I let the little one color while the older one does his homework. I also try to get them to do things they can both enjoy like legos or lincoln logs. Having both boys is good in come ways. Their favorite pass time together is Play doh. Good luck Melissa. I am in the same exact boat Rhonda. Don't feel bad. I don't have a solution though either. My daughter will be 5 in May and my son will be 2 in March and he is constantly trying to hit, push, pull her hair, anything that makes her cry he does. I have also tried time outs and swatting his hand, but nothing seems to work! I am at a loss as what to do, but I know something has to change immediately before I lose my mind!! If you hear of any suggestions, PLEASE let me know!!
