It's pretty common for babies around this age to not sleep well for 3 reasons: teething, getting ready to walk, and separation anxiety. Have you also checked for an ear infection?

I've found that co-sleeping helps a lot, especially when they are having a problem with separation anxiety. Have you tried making sure she's completely asleep before putting her down (like you rock her until her arms are very floppy)? Then you can do a laying of hands, where you lay her down (or lay down with her) and keep the weight of your hands on her for a couple minutes, then slowly lighted up the pressure of your hands until they are hovering above baby. This worked really well for 2 of my 3 kids.

I know there are some good books that might be helpful: Dr. Sears' The Sleep Book, Dr. Harvey Karp's Happiest Baby On the Block (you might even try his Toddler one), Dr. Elizabeth Pantley's No-Cry Sleep Solution, and Dr. Jay Gordon's "Good Nights".

Do you have a bedtime routine? Do you have the lights on low, but not off? What about a sound machine or music in the bedroom?
