My 14 month old is refusing to drink water ... I keep offering her water in sippy cups, regular cups and even in bottles .... she drinks from any one of these at times but then she refuses to drink from it again. How to get her drink more water? Her poop looks like pebbles at times ... I am sure she is getting constipated. But I dont know how to help her to drink or like water. Advise please!

Try showing her how good it tastes, they are very impressionable and such copy cats at this age, so try taking a drink and overact how good it is and offer her a drink.
If that doesn't work try adding a touch of juice to it, just enough to give it a little flavour, it may be to bland for her.
Also keep offering it to her throughout the day (every 5 minutes if you have to) even if she just takes a sip, because a little is better than none
