HELP! Out of control child!?

My son is 3 years old, his father is not around. I cannot find an effective way to control him in public!
When we are home he gets the time out chair, but in public or around other people he will lash out, yell at me....like when I say "no" or "stop", he will scream it back in my face....and I have no idea how to get him to dicipline him when we dont have a time out chair, when we dont have time because we are in the middle of a grocery store, or there are so many people around....especially now during the summer when we have many of get togethers.
He throws things at people, tells everybody what to do, temper tantrums in restaraunts etc..... I will firmly say "no throw" "no hit".....etc....but he continues.
I REALLY need some good advice!!!!????? I dont know what to do!

I punish in public if I have to. My mom left the groceries in the cart and left the store if we misbehaved. I spanked my son in Wal-Mart and he never threw a tantrum again. I see how a time out chair in public is kinda hard to find. I suggest picking up and leaving the store right away if you don't like physical punishment. Don't allow him to hold anything to throw at people.

Always make sure you get down to his eye level and look him in the eye and firmly say no and tell him why you are saying no. Then ask him does he understand. Let him go if he does it again then get back down to his eye level and say what did I tell you about that. Let him give you an answer and then tell him again no we dont do that because............ If you make sure you have eye contact he is more likely to listen and to react to what you are saying
