taking things without asking?

Help! i have a 7 year old and a 10 year old who are constently taking things without asking! and it is getting bad spechialy with the 7 year old the 20 year old has stooped for now but we have done everything to telling her is ad wrighting up a contract with my boyfreinds and mine signiture on it saying what time daily they can have snacks to telling them nothing is there's unless they ask.....if they ask it will get them in a lot less trouble im afraid its gonna get way bad before it gets better...and all i can think of it is gonna lead to her stealing things! we have gone over and over it actually we just went over it yesterday and we thought we were getting threw to her then she comes home from school today and it looked like she had something in her mouth and i asked her what it was at first she said she took a drink i said dont lie you are chewing and swallowing something and she told me she took a hand full of cereal out of the bag and ate it! and in past cases with this you ask her why she took it and she says she hungry i mean its been everything from candy to a piece of gum she has taken and like i said we have explained over and over agian to her if she is hungry you eat food!! and all she has to do is ask! i dont know what to do anymore i am lost for words at trying to solve this!! help anyone please!!

My youngest is also bad at taking food with out asking put there favorite thing they like to take in a different box if they dont see it they think its gone and u can give it to them as you wish..... I have had problems with it leading to them taking for other places and what i found worked for my oldest who is now 13 but at the time was 9 i made her go back and give it back to the person with a sort of payment along with it if they ahve to give up something and they itme they took aswell it detures them a bit.
