How can I get my 2 year old to start wearing underwear?

My daughter is turning 3 in july and I have been working on potty training her for what seems like forever now. She's almost there but not quite. I cant get her to wear any pants or underwear. When she does wear them she cant be bothered to go to the toilet sometimes and ends up peeing and taking them off anyways. She wears a pull up when we go out but asks to go to the bathroom. She refuses to wear underwear anywhere. I have even bought ones that she likes and still nothing. What can I do to get her to start wearing underwear around the house?

I also know that my friend had her son wear the underwear all day and he did have accidents especially at night but he hated the pee on him and stuff so he just stopped going in his pants, it took about four days for her and she was a little frustrated. for trips and stuff i still put the pull ups on him but told him he was a big boy and has to tell me when he has to go. and it worked out fine, but every kid is different.

When my son was younger and was potty training he was kinda lazy, he didnt want to do alot unless mommy was doing it. So what I did is i went and took him shopping. He loves all super heros, so we bought some ironman underwears and some spiderman underwears. We also bought a cartoon that went with the movie, and when we got home i told him he cant wear these unless he goes potty all by himself, i put them where he could see them everyday. and we talked about it all the time, he had some trouble at first was good peeing but not poo. after about two weeks he got up all by himself and did it! so i gave them to him and he had never had any trouble with it since.
