Bedtime Monsters....they're my kids

Help! I have a 4 1/2 year old son. From birth, he's slept in his own bed, in his own room. I laid him down, read a story, kissed him goodnight, and turned off the light. My husband, in the Navy, has been in and out with deployments and whatnot. About 2 weeks ago, bedtime became hell. He talks. He claps. He gets out of bed a thousand times. He cries. He laughs. He will lay awake for 3 hours doing the above behaviors. I've tried the "supernanny" technique. Didn't work. Gave it a week doing her step by step technique. I've negotiated, bargained, explained, reasoned, yelled, rubbed his back, removed privilages (such as no story before bed tomorrow) and, yes, spanked. None have worked. I'm at my wits end. I have a 2 1/2 year old in the room next to his, so when he starts, they've begun to tag-team me: boy cries, settles down, girl has to go potty, potty taken care of, boy claps and sings, then girl gets up and flicks lights on and off. HELP!!!
