It depends on what you are referring to, Nada. Is he cruel to others? Or is he just not understanding of some things, such as disabilities?

I would recommend sending him to stay with someone you trust. If he's poorly behaved he'll be more polite if he's a guest, particularly if they can kick him out.
On the other hand, what is rude? My dad would always tell my friends and their parents that I was a horrid kid. I don't know why he came to that, but I think everyone thinks their children are less polite than others.
