First relax. It is normal curiousity. Second teach her that hygenically you dont share vibrators. And lastly id use it as an opportunity to open up a dialogue. Asking about what she was doing without judging. Be relieved its "safe sex" and go from there.

If its a commercial sex toy and assuming its not one of your own you need to find out where she got it from as she could not buy it legally. Is it from an adult? That could signal something very worrying. Was it stolen? That would be an issue in its own right.

If it is one of yours then you need to discuss hygiene, privacy and respect of your stuff. You can't really just ban her so it may come to buying her a toy of her own.

If its a non sex vibrator such as a back massager, electric toothbrush or another object that vibrates but isn't a sex toy then my view would be to discuss privacy and safety, especially if it runs off the mains, and to leaver her with it. OK 14 is no age but kids masturbate from the crib onward and whats the difference between hands and a vibrator really as long as its safe.
