I have a 15 yr old son also. We have a "night out" once a month. Usually do dinner and either a movie or racing go carts. Also every July we go to a waterpark that is about an hour away from the house. That way in the car we have to talk, listen to his music (unless it talks really ugly), ask open ended questions and let him talk.

Check out your local newspaper. Sometimes they post activities for kids that are cheap or free. I found that taking my boys fishing is a geat bonding experience. It can be a little pricey to get the equipment and license (if needed) but once you have it, then all you need to get wowuld be bait. I take my boys to the state-run park that has stocked ponds or lakes and they get a kick out of catching the fish but when they are biting, then it provides a time to sit and talk.

What is your son interested in? Is he sporty/athletic? Outdoorsy? Artistic? Quiet? Goth? These are the most important factors....15 year olds are so seemingly hard to please : ) Also where do you guys reside as in region/city or state?
