I can't think of any reason she would be too young. Handling menstruation is a very personal decision and she should be given as much autonomy as possible. Ideally she should be using what she is most comfortable with, whether it's disposable tampon or sponge, disposable or cloth pads, disposable or reusable menstrual cup or anything else I may be forgetting because I'm sleepy.
