Sleeping habit of 3 year old

I have a 3 year old boy in my childcare. He is delayed and we know this. He is sleeping up to 18 hours a day tho. He sleeps up to 4 hours here and when he gets "home", he sleeps 12 hours during the night. Should we be concerned?? He is in foster care....new. We don't know much about him. :(
