I highly recommend a nasal aspirator (the old ones were those rubber bulb shaped things that didn't do much.) They will allow you to evacuate the congestion of your baby and let her breathe normally.
I found this one on-line, mine was a bit different, I bought it in Eruope, worked wonders!

Yes, I ditto everything Odette said. Also hydration is a good thing. Dry air can cause symptoms of a cold. It can swell delicate nasal tissue causing excessive drip and mucus. I nice warm, steamy bath with mom will help open up her little head also. Good luck.

Tylenol is about the only medicine you can give her. You can use saline drops and suction her nose out with a bulb syringe.
A cool mist humidifier in her room while she sleeps will also help. I recommend adding one of those Vicks strips if your humidifier allows it, or buy a vicks machine. If she's really congested and you don't have a humidifier or a Vicks machine, you can try running a hot shower while you sit with her in the bathroom so she can breathe in the steam.
I hope she feels better soon!
