My daughter was in first grade last year. For their Halloween party, they had stations the kids could go to. Some of the stations were pin the nose on the scarecrow, Halloween bingo, face painting, decorate and eat a pumpkin cookie (with frosting and sprinkles), and throw a beanbag through the eyes, nose, or mouth of a pumpkin.

Haunted houses with chocolate graham crackers (walls and roof) and canned frosting (orange, purple, brown/chocolate) to hold them together and then things like candy corn, m&m's, licorice, red hots, etc... to decorate. Depends on how much time you have for a craft. Basically a take on the x-mas version where school-kids use regular graham crackers and white frosting to make faux gingerbread houses.

Mindi's mention of the cookie is great too (we use sugar cookies and orange frosting from a can) and then let them decorate with chocolate chips and sprinkles and such to make hair and face.
