Preschooler driving us crazy competing with the dog for our attention.

Our preschooler who is 3 1/2 is downright mean to our dog. She hits her, kicks her, chases her with toys and is just generally rude. We are constantly refereeing her and the dog. We are worried that the dog will end up biting her (she nips now and again already). I don't want to find the dog a new home because she is so bonded with my teenager. Unfortunately, the teen is at school all day and too tired to play with her all the time. Help...anyone know how to make them get along? We are at our wits end.
