I am trying to find a way to do a budget so that everything is paid on time and I am not in control of all the money. I want my husband to feel as if he is not just depositing his check-taking his weekly allowance-and has no other say so.
We have a joint account and thus far, I am the one that pays all the bills.
Any suggestions?

I have an excel spread sheet of the pay period. It shows everything that has to be taken out with bills. Things are taken out in this order, bills, grocery, gas, needs, wants. We sit down and do a quick review of the budget every few months.
I started doing this last September, since than we have never over drafted or been hurting for money. We found that we had a lot more money to use than we had thought.
I technically pay the bills, we found it easier for one person to keep track of it all. The only thing he has to pay is the credit card, and that is because I don't know how to do it online through the account.

My hubby and I have a meeting as well each week to help us keep on track as well as keep eachother accountable. It's easy to spend when you have extra so any extra should go into a savings where you don't "see it" :)

I was considering just writing down all the bills-giving him a list of what he is responsible for so that way he has more control of his monies and trust that he budgets and brings me his portion on or before the due date....just don't want to be let down if he falls short somewhere.

I have a spreadsheet of what to pay when, but I'd much rather be paying things on the day they are due so that it doesn't seem like I am exhausting all the funds at one time. Doing it that way to me, ensures that the bill gets paid before it's late.

I agree with Jill, start tracking your money. My DH and I have a meeting the day before each payday and go over quickly what bills need to be paid and how much we have. This way we both always know what is going on. Then I typically pay all the bills. This helps us both out and we both feel we are not only in control of our finances but making progress. Good luck! Dave Ramsey has some great books about finance that have helped us greatly. Best one is Total Money Makeover, Finacial Peace is good too.

What is your tracking system now?
Start simple - write down the income, then start listing the bills that you can recall. After that, you should guess amounts for non-specific things like groceries. In the meantime, start tracking what you're actually spending - on anything and everything - so you can get a more realistic idea of where the money is going.
