all his does is give me the money that i need to pay all the bills. how they are paid or even how i come budget is non of his business. i wish we could budget together

You are obviously the "nerd" of the family & he is the "free-spirit." lol
Okay- my boyfriend & I (we have a now one year old together) took Dave Ramsey's Financial Peace University class & within that class one of the things we learned is about budgeting together as a couple!
First of all, have you talked to your husband about why this is important to you & why you think ya'll should budget together? Just talk to him & let him know your feelings. If he says it's all up to you he trusts you, try the goal-method. Try to get him to talk about some financial goals ya'll want to accomplish together & maybe that will start him talking about it. Maybe you can try to start saving for a new car, or to remodel the kitchen, or save up to go to the superbowl or buy a new projection screen... or perhaps buy a small island I don't know whatever it is just try to get him interested.
Hope this helps & it's brings ya'll a step closer to financial coupleness! I am not financial expert by any means, but I absolutely do agree with you that budgeting is something ya'll should do together & agree on. If you have it all pretty much figured out on your own, even merely presenting him with the outline of the budget & getting his input even if it's just agreeance is a step in the right direction.
If he's not as engaged as you like, budget for yourself some new Jimmy Choo's or something extravagant & see if he catches it. If he flips out, you can't feel bad because he agreed to it (o:

Its horrible for me to admit...but I was in the same situation. And I begged him to sit with me and let's share in this stressful duty. And he wanted no part of. Then, the water got cut off.....That's all it took. Bill got paid that morning and his shower resumed that evening....but he now helps and most of the time controls the budget. That's just the way I like it. :-) That may not work for everyone...but it did work for me. LOL....
