My daughter likes to color! Shouldnt be a problem right? Except she likes to color on things or write on things she knows she is not allowed to (her white dresser, her clothes, blankets, car seat, vehicle seat ect ect) We keep telling her that its not allowed but she still does it how do I get her to STOP??

Instead of telling her that it isn't aloud, try involving her in the discussion: "what kinds of things CAN we draw on?" She can name off stuff with you.
Also, she probably likes the feel of markers, pencils, pens and crayons on different textures. Try creating interesting craft projects with her that involve unusual materials. Ex: decorate a summer hat, book bag, wooden craft kits, plastic craft kits, felt/marker kits. A good craft store has these sorts of things, just for kids to paint and color. I even find them in dollar store sometimes.
We had this trouble with my daughter for a while and she slides very rarely back into bad habits now. She will draw and paint all day if I let her, I just have to provide plenty of good stuff to use. Good luck with your talented little artist!

Take away her crayons, pens, markers, and pencils. Tell her she can't use them until she figures out how to use them correctly.
