Help with Preschool

I have a 3 year old, he'll be 4 soon. We're located in Columbia, SC. I was wondering if there were any free preschool programs that DON'T go by the age for the deadline. He won't be 4 til October, but he needs to go to preschool or something along the lines of that, in hopes that he'll start talking more. He won't be going to school school til 6 which is messed up. Can't afford daycare, so I'm asking if there are any FREE programs that anybody knows about (even if it's in a different state, maybe they have something like that here)

Already checked into the headstart program. That's the first place I went to because my other son went into that program. He's unfortunately too old, although they stop at 3, but he will be 4 in Oct, so I'm not sure if they could except him. He talks but not like a normal 3 year old. He doesn't have the social skills because he's not in daycare/school, so he's not around other kids his age.I just think if he's around other kids his age, he'll start talking more. So you paid around 100 for the two years. Was that for preschool or kindergarten?

If he is not talking much I would have him assessed for a language delay alot of times children with these issues get put into a headstart program which is almost free. Where I live it cost me whatever the school fee was for kindergarten and he did two years in the preschool with an aid to help him with his issues and I paid roughly 100 total for those two years. It is worth a shot if it will help with the price.
