I think the people on the ground floor need to get a life and move out. They obviously can not stand any noise from anybody else so they should not be living in a flat.

If the woman is banging on there door all the time and yelling at them, I think I would seek legal advice and have her restrained as she is the noise nuisance and not the 2 year old.
